West Highlands

Located in the desirable southwest sector of Kamloops, the West Highlands is only 10 minutes from all major amenities and services.   The comprehensive planned residential community is to be surrounded by parks, trails and open spaces and is designed to provide a wide range of homeownership options for all ages, lifestyles and incomes. 
 
West Highlands land use plan was created to accommodate growth over a 10-20 year development period by offering housing for various age groups, family types, lifestyles and incomes through compact, cost effective development in a choice of housing types enhanced with the creation of a district park for recreational and wildlife uses.  Small scale commercial opportunities and a municipal fire hall have also been included. 
 
Located west and north of the Pacific Way Elementary School and partially on what is currently the Aberdeen Hills Golf Course, the plan covers 150 acres of rolling hillsides offering outstanding views the Highlands is best known for.  A real neighbourhood where children live near their grandparents, families live close to schools and parks, young adults live close to mom and dad and grandparents live close to the family all within walking distance to small neighbourhood commercial services and recreational options.  Individual neighbourhoods will be comprised of single family homes, single family homes with suites, low maintenance and low density homes such as townhouses or duplexes, no maintenance medium density condo style homes or senior’s facilities, and bare land strata estate lots for those who want it all. Subject to
KAMPLAN 2004 and the Aberdeen Area Plan, West Highlands was developed in accordance with these two planning documents  in addition to public and private stakeholder consultation. The approved plan exceeds the expectations for parkland and open space designations, which was a priority for area residents, leaving a lasting legacy for all Kamloops residents.

ZONING

West Highlands is zoned under the Comprehensive Development Zone CD-5.  Comprehensive Development zoning is a new concept to Kamloops and is used in large developments with a master plan.  Enhancing a master plan, it allows  development to proceed, provides assurances as to land use goals while permitting some flexibility on specific land use locations without compromising the integrity of the overall development goals.

 

Sub Zone “A”, primarily single family residential and low density multiple family residential.  In addition to residential uses a large portion of land has been identified as park and open space.  
 
Sub Zone “B”, is primarily low density multiple family residential and medium density multiple family residential with some single family residential and open spaces.  The cross hatched area is restricted to single family dwellings within a bare land strata.  The Copperhead extension road form does not permit residential accesses directly on off this road, resulting in land uses along major roads being better suited to higher density uses.
 
Sub Zone “C”, primarily low density residential with the potential for some small scale commercial.  This site comprises only 2% of the Aberdeen Highlands – West Highlands density.

Sub Zone “D”, primarily medium density multiple family residential may be mixed with commercial uses in either stand alone ground floor units or as the 1st floor of a multiple storey apartment style building.  This zone also includes the City of Kamloops fire hall site.
 
Sub Zone “E”, anticipated to be higher density single family style residential or low density multiple family residential with the potential for small scale commercial in ground oriented stand alone units.
